比例代表定数削減に反対します [政治の不思議]

今週は出かける予定が入っているところに、仕事が回ってきました。仕事のメドが立つまではブログを書く時間が取れないと思いますが、比例代表定数削減について情報が入ってきましたので、取りあえず載せておきます。

小選挙区導入の主役である小沢さんがいる民主党なので、小選挙区重視の方向へ進むのはある意味当然かもしれませんが、私には(頭を絞って)どう考えても、どうしても賛同できません。支持政党によらず、どういう国を作っていきたいかという基本的な展望の問題だと思います(私は社民・共産を擁護するために言っているのではありません)。

その理由について詳しく書きたいのですが、時間がありません。一言で言えば国民の多様な意見を切り捨てすぎて公正な制度とは思えず、民主主義を最も実現しづらいと考えるからです。

しかし、民主党は比例削減の方針を変える気は全くなさそうです。
比例削減方針変えず=岡田民主幹事長
 民主党の岡田克也幹事長は6日夜のNHK番組で、同党が衆院選マニフェスト(政権公約)に掲げた衆院議員の比例代表定数80削減について「比例中心だと第3党が主導権を持ち、かえって民意がゆがめられる。若干の比例を残し、ダイナミックに政権が代わる小選挙区を中心にした制度がいい」と述べ、あくまで削減を目指す考えを示した。
 比例定数の削減には、同党と連立政権に向けた協議をしている社民党が反対しているが、岡田氏は「(削減は)多くの国民の共感も得ており、簡単には変えられない」と強調した。

それでは今の時点で比例削減に反対する一般人に何ができるでしょうか?
1.民主党にメールを送る→ 時間がなくてたいへん拙いので掲載は省きますが、私は先ほど送りました。
2.Yahoo!みんなの政治で投票募集中です。

いまのところ完全小選挙区制が1位という私からみれば信じられない結果です。その理由として多いのが「小選挙区で落選した人が比例で復活するのはおかしい」。だから小選挙区制というのは論理が変だと思います。重複立候補制度をやめればいいだけのことです。比例削減に反対の方、よろしくお願いします。

3.平和への結集 風 という無党派〜左派のグループが「国会議員の定数削減に抗議する」という声明を出しています。よろしかったら賛同ください。

今回は自公の政策がひどすぎたので政権交代が起こりましたが、小選挙区は決して岡田さんの言うように「ダイナミックに政権交代が起こる」制度ではなく、権力を持つ与党に有利すぎる制度だと思います。政権交代が起こったとしても、近い将来の日本では基本政策に大きな差がない保守二大政党制を助長することになるのではないでしょうか。51対49で49をゼロにカウントしてしまう小選挙区制にはどうしても納得できません。

コメントありがとうございます。
これまでの日本の国会議員の多くが、その立場に見合う仕事をしてこなかったのは確かでしょうね。でも、それは議員を変える(人を選び直すか仕事をするようにシステムを変えるか)べきであって、国民の代表者である議員定数を減らすことにすぐ結びつけるのはたいへん危険だと思います。

と言っても、私が重点を置いているのは議員総数ではなく選挙制度です。小選挙区比例代表制だったら比例に重点を置くべきで、もっと言えば中〜大選挙区制や完全比例代表制に変えるべきではないかということです。

死に票が多いのはいけません。
 少数意見もしっかり反映させなくては、大事な視点を見落とす恐れがあります。
 
 最後は多数決で決めますが、その前の議論のプロセスにおいて大事な問題提起がなされなければ、多数の人も幸せになれません。

 私もmaiさんに同意見です。

 政治ってのは、あんまりダイナミック(動的)過ぎると困るんですよ。動的な方がいい時と、そうじゃない方がいい時があるわけで。高度経済成長期は政権がダイナミックでなくスタティック(静的)であったおかげでいいこともいっぱいあったわけです。
 民意って言葉は必ずしも好きじゃないですけど、多数の人間の意見の集成というのはそうダイナミックには変化しないものです(多数なんですから)。今回の総選挙はダイナミックな変化を求められるほどの鬱屈をためた与党に問題があるというだけのことです。
 削減するなら、小選挙区の方でしょうね。というか、いっそ比例(全国規模)&大選挙区(現在の比例)&中選挙区(都道府県で1区)&小選挙区(現行)のごった煮システムにすると面白いかも、とこれは冗談。

nice&コメント、どうもありがとうございます。おっしゃる通りだと思います。少数意見をバッサリと切り捨ててしまう国で、弱者も幸せになる政策が期待できるでしょうか。
hmさん、弁護士さん有志で何かアピールのようなこと、できませんでしょうか?やはり私たち素人(?)が言うのとは重みが違うような気がします。
それと対策で、マスコミに働きかけることを忘れていました。出来る範囲でやっていきたいです。

nice&コメントありがとうございます。そうですね。必要もないのに政治があっち振れこっち振れするのはおかしいですね。私も民意という言葉はあまり好きではありません。錦の御旗というか、shiraさんのおっしゃるマジックワードに近い語だと思います。今回の政権交代はあまりの暴政のためですが、何とかこの機会に選挙制度をできるだけ公平なものに変えられればいいと願っています。

ごった煮システム、おもしろうそうです☆一度試してみたいですね。例えば社民の保坂さんは全国規模の比例でとか、地元で地道に活動してきた人は中選挙区でとか・・・けっこういけるかも。

個々の議員はたいした問題でなく政党をえらぶという発想だとこうなるかも???

この理論では得票数に応じて票が割り当てられます。
100万票集めた民主は代表者が100票投じる事できます。
10万票集めた共産は10票です。
代表だけがそれぞれの票もってやりあうんです。

これで死票は少なく、議員も減らせるというものです。


政党政治もいいと思いますが、どんな制度にも問題はあるでしょう。この方式でも政党政治の問題点がでそうな気もします。

再コメントありがとうございます。大歓迎です。国民の気持ちとして、政党名ではなく、「地元で頑張ってくれる(第三者が大局的にみて良い意味でも悪い意味でも)誰々さんに投票したい」というのはあるでしょうね。私だって、天木さんや保坂さんの主張に共鳴していて、党派関係なしに応援したいです。

政党名を書くだけの完全比例代表制ではその点で物足りなさが残るかもしれません。

「議員定数削減」は、国家の財政難、歳出削減、官僚・議員・公務員への不信(公務員への反感にはねたみもあるかも)など、いくつものトレンド語を根拠に主張されると、多数の国民が賛成しそうです。それを覆す流れをつくるのは、マスコミが大々的に報道でもしない限り難しいかもしれませんね。

世の中全体主義思考の傾向が時々感じられます。
個々の議員でなく政党全体でおおくをかんがえると、先の理論はわりと批判かわせてしまいます。(死票すくない!)

画一的全体ばかりでなく個々の議員が活躍できる環境整備ともなわないと難しいかも?

うちの推測
1党議拘束見直し
2演劇議会の見直し(審議の過程(台本作り)もみえるように。
3議員経費増額
(党でなく議員個人の政治活動(選挙活動ではなく)には自分専用の有能な秘書やスタッフが必要です。

4個々の議員の顔がみえる!!
選挙の時だけみえてるのはなしです。

Why? The opening bars of Adele&#039;s Hometown Glory just have that effect on me.<br><br>Thankfully, Christopher Bailey&#039;s vision for autumn/winter 09 more than lived up to our Grammy Award-winning star&#039;s winsome refrains (and the sounds of Duffy, Razorlight and Peter Gabriel, whose songs made up the rest of the gorgeous soundtrack), awash as it was with heart-warming, sensitive pieces that almost made one wish it was the middle of winter again.<br><br>Inspired by the likes of Virginia Woolf and Elizabeth, Countess of Devon, the &#039;Modern Nostalgia&#039; collection was designed to reflect Burberry&#039;s &#039;strengths, softness and contradictions&#039;, explained Bailey in his show notes.<br><br>To this end, iconic shapes like the Burberry trench were reinvented in soft tweed-like fabrics with full pleated skirts. Take heart Pedro – the Catholic Church has been far more corrupt than this. It is improving.
